I've tested lightdm with with a different session which explicitly
called xmodmap,
and the compose key works in that session. I've also looked at why my setup
worked in gdm3, and found that in /etc/gdm3/Xsession xmodmap is called. I
guess the bug report should be changed to wishlist, with the request that
xmodmap be called during startup.
