To be honest, the whole situation is pretty confused, especially since
there are two entangled transitions:

- the ConsoleKit -> libpam-systemd one (solved by systemd-shim for a
while, then broken during the 204 -> 208 upgrade, then solved again)
- the upower-0.99 upgrade, which is not completely fixed right now. This
one should only affect xfce4-power-manager, but it still confuses people

So right now I'm somehow letting the situation settle down a bit, and
will try to revisit the bugs and close them accordingly.

The ideal situation would be to support both init=systemd and
init=sysvrc (with systemd-shim) for Xfce people, and it seems it's
something we could achieve with Xfce 4.12, but I'm unsure it'll be
released on time.
