Just to be sure, you use xfce4-power-manager in a GNOME environment? Or
in an Xfce environment but you also had GNOME bits installed?

You should take a look at the README.Debian in xfce4-session which
provides information about what you need for managing “hardware-level”
permission (like shutdown/suspend/... and device mount perms).

Usually you need (for now): consolekit, policykit-1 and policykit-1-gnome
