Ok so it's unlikely to be a problem in xfce4-power-manager actually,
but it still puzzles me. If you run xfce4-session-logout and do the
same selection, does it work or not?

It's been a while since I tried sysvinit but usually when there are
problem it's permission related, so the buttons are greyed, which is
not your case here. It might be worth retrying with systemd just in
case, to see if it's indeed related.
