I remember this working for some time, but seems this problem has recently
reappeared, at least with sysvrc as init system.

In lightdm greeter, shutdown/reboot options are grayed and not available

When running shutdown from inside xfce, system claims that there is another
user connected, even if that is not true, asking for authentication.
