I have a dual-monitor desktop, using this xorg.conf:

I have 2 xfce4-panels configured identically along the bottom of both screens.
Neither one has the "Don't reserve space on borders" option checked.
When I maximize a window on the right monitor, it "respects" the panel
and doesn't overlap with it. When I maximize move that window to the
left monitor and maximize it, it uses the full height of the screen
and overlaps (behind) the panel at the bottom.
I've tried this with terminal, Emacs, and Chromium windows: all
produce the same behavior.
