Bug#350209: vorbis-tools: ftbfs [sparc] dpkg-deb: parse error

Justification: fails to build from source

vorbis-tools failed to build on a sparc buildd and an hppa buildd.  It
built on my sparc pbuilder.  This may be due to an insufficiently
versioned build-dependancy.
