Updating the Debian (and Ubuntu) packaging of Theora

I just cleaned up the package a little bit, with the big documentation,
which is bigger than the other packages, split into an arch all package,
namely, libtheora-doc.

The (signed) source package is at:

It has some small improvements also, and fewer warnings.
