I would expect the same handling as with conffiles could be used, ie
adding a debian/maintscript file with content like this:

  mv_conffile /etc/apache2/sites-available/jwchat /etc/apache2/sites-available/jwchat.conf 1.0+dfsg-1.1

Why would this not work?  jwchat is used by freedombox, and it would
be great if it would start working in jessie. :)
