Until now, there is no official Debian zope package that works with
python2.3.

Zope 2.6.x officially only supports Python 2.1 (although the Debian
package is built for 2.2!). Zope 2.7.x only support Python 2.3 (and does
not work with 2.1 or 2.2).

Therefore, there will be an zope package with python2.3 as soon as there
will be a Debian package of Zope 2.7.0 ;-)

Having said that, Andrea Mennucc <mennucc1@debian.org> already has built
some experimental packages of Zope 2.7.0 for unstable. Feel free to send
him a mail to test his package (sorry, I don't have an URL for the
package at hand). Also, it is planned to upgrade the official unstable
packages to 2.7.0 rather soon.
