You probably have to install an older zope2.7 version and upgrade to the
latest one.

This file did not exist and I guess this was the probblem.  But even if
I copied a file in place not everything worked as expeced.  I did a lot of
fiddling around and I'm not completely able to reconstruct what I did
to fix it, sorry.  But the missing debian_policy file is definitely one
of the show stoppers here.
