The postinst-product, as well as the others maintainer-script actions,
handles product upgrade but not product installation. So, if you added
zms version 1.0-1 to your instance and then upgrade to 1.0-2 it handles
the change for the instances where you installed the product and (if
needed) restart them.

It has nothing to do with product installation which is up to the system
administrator. Another possibility is to use a pre-packaged zope
instance, just like plone-site and cps-site. See zope-cmfplone source
package for a hint.
