Bug#497454: zope2.10: changing password of initial user fails

Changing the password of the initial user fails on the ZMI. After
changing the password, zope asks for user/password via basic auth. At
this time zope accepts the new password, but after restarting the
instance either via ZMI or /etc/init.d/zope the password is the initial
one again.
Creating a new user and deleting the old one doesn't work for me either.

The instance is created via
dzhandle -z 2.10 make-instance foo -u foo:bar -m manual
