Bug#529667: Clean install of plone3-site cannot be reached: "Timeout Error"

When doing a clean install of plone3-site on amd64, the plone instance cannot be reached via 
web browser.  Going to http://localhost:8081 in Konqueror returns the following error message:

The requested operation could not be completed
Timeout Error

It seems that Zope 2.10 is running and listening on 8081.  Going to any other port results in a 
different error.

Connection to Server Refused

nmap also indicates that the port is being listened on:

I initially noticed this problem on an amd64 machine running an existing plone3-site after 
upgrading yesterday to current testing (pulling in all the KDE4 packages).  There were so many 
packages downloaded that I didn't notice if any of them affected Plone or Zope.  In triaging 
the problem, I noticed that I had the same problem with a clean install on a different amd64 
box that had not previously been running Plone but was fully up to date with testing.

Restarting Zope 2.10 results in no errors and there are no error messages in the Zope logs.
