QA before uploading zope packages

The modification of:

    zope.testrunner-4.0.3/src/zope.testrunner.egg-info/dependency_links.txt

is caused by setuptools, which dpkg apparently doesn't like. i.e. two
lower level tools are fighting against each other.

The correct solution is to fix the tools, rather than paper over the bug
in our packages. That's a slippery path down to over-crufty packages
that do all sorts of weird stuff no-one remembers why.

Yep, it'll do that!

I'll note that setup.py sdist uses the version control system the
tarball was built from to figure out what to put in SOURCES.txt. So you
can't re-generate it safely.
