zope2.13 was released in Nov 2010, almost 14 months ago. Is there a reason to
upload a zope2.12 version a year after the 2.13 release and stick with zope2.12?
The freeze for wheezy is still more than six months away, so this should be
plenty of time to get ready for zope2.13.

well, it's about building extensions for both python2 versions, plus 2.6 is not
maintained any more (except for a year or two for security releases).
