Well ideally, IMHO it actually depends whether backward-compatibility is
kept and if  it could be used by  other packages. If it is,  then we can
package  them   separately,  otherwise   they  should  be   in  zope2.13
package. However  that does not  seem to be the  case (at least  for the
latter), therefore,  in order to  keep things  simple, they can  just be
merged into zope2.13 package for now?
