Thanks for pointing this. It is a bug in po4a.
The only way I see to fix it with your version is to use \\N'63' instead
of ? in the po.
It is caused by the non breaking spaces handling of the Man module. I have
a patch for the current CVS version.
Some other modules (TeX/LaTeX) may also suffer from this bug.
