What we have is a skeleton, so a file looks like:

<html>
<!--#include virtual="header.html"-->

<body>
  main text
</body>
<!--#include virtual="footer.html"-->
</html>

I guess that is more cruft than your solution.

Well, if it can be made to work on other inputs, it'd be a
shame not to do that. At the end of the day, a good tool is
a tool that does something useful :)
