I also suffered with pod2man for some time on Debian.
Can you check if you can get a newer version of Perl (or pod2man, or
Pod::Man)?
Can you check if your version of pod2man accepts another option to specify
the encoding?
Maybe you can also change share/po4a-build to indicate the legacy encoding
(-L ...) when po4a is called or when the po4a config file is generated.
