Technically popcon-upload will honour the variable http_proxy following
the usual syntax: http_proxy="http://proxy:port/".
The script popularity-contest itself does not use it.

http_proxy seems to be a standard, but I don't know how it is supposed
to be set in Debian.

For the purpose of popcon-upload, it is sufficient to set it (and export
it) in the script /etc/cron.weekly/popularity-contest.

If I get more definite information, I will document it in the FAQ.
