You can enable debugging mode:

Edit /etc/cron.daily/popularity-contest to pass -d to
popcon-upload:
Replace
if setsid /usr/share/popularity-contest/popcon-upload
by
if setsid /usr/share/popularity-contest/popcon-upload -d
