They are not the same. /usr/bin/phatch can only be run if phatch is 
installed on a local system. phatch.py only works in extracted source 
tarball or bazaar checkout. So in this case you are right to remove 
phatch.py as it even won't work. Of course it will stay in the trunk. So 
this will be a necessary patch.

Yes, I've added the man page upstream in the linux folder. Can you 
remove phatch.1 and update the manpages file in the debian folder?

It looks like we are getting ready for Phatch 0.1 and to push it into 
Debian unstable. Or do I forget something?
