Especially the New Maintainers' Guide and the Policy are interesting for
you.

Unfortunately the Python policy linked on the URL above is kinda
outdated, but

give updated informations.

Look into the apps-team's svn. The winpdb package is using wx. If you
have a proper setup.py, things are pretty easy.

Join #debian-python on OFTC and ping POX or me (bzed). Much more easy to
talk directly than to write mails. Also POX can sponsor your packages if
they're ready to upload.
