Yes. Some Trac plugins depends on jQuery. That is why the
Trac package recommends libjs-jquery, so that is installed
by default, if you are using apt-get or aptitude. If this
is not the case for you, just "apt-get install libjs-jquery"
and all your trouble cease.

Note: The version of jQuery in Debian is newer than the
version shipped with Trac. At least in some (rare?) cases
this might lead to problems. There is a bug filed to
package also the older version of jQuery, but don't hold
your breath.
