[Python-apps-team] Bug#597848: cython: fresh upstream is available (0.13)

in a way of troubleshooting my failure to build some python module, upstream
mentioned that they used cython 0.13 and everything works fine for them .  so I
would be eager to see cython 0.13 (released nearly a month ago) in the
experimental
