Normal users should have Recommends installed (unless they know what 
they are doing).

I disagree. This is a perfect use-case for Recommends. (In fact, 
python-qt4 was moved from Depends to Recommends on my request, because I 
wanted to use subdownloader without extra 70 megabytes of Qt libraries.)
