I think, Jakub is correct here: Since a long time, apt-get and
friends install recommends by default. A user who does not
respect the "recommends" should know what they do.

(However, AFAIK there is no warning when deinstalling a package
that is recommended by installed packages, right? But this must
be fixed in apt-get etc. then.)
