I can confirm it happens even now (for libapache2-mod-python):

# mount | grep /tmp
/dev/mapper/system-tmp on /tmp type ext3 (rw,noexec)

# apt-get install libapache2-mod-python

But if this is a bug, it's in debconf, where the package fails.
