[Python-modules-team] Unblock request for pyexcelerator_0.6.3-4

Dear release team,

please unblock pyexcelerator-0.6.3a-4. The package fixes an RC bug (#510782)
the way discussed in #debian-release today (add note regarding antlr.py to
debian/copyright and depend on python-antlr to ease security support). I attach
the debdiff.
