[Python-modules-team] Bug#663928: enable package build-time unittesting

haven't looked if they (tornado/test) require any internet access, but
hopefully not

e.g. for me atm tests stall at

The file descriptor underlying a FileDescriptor may be closed and ...

so it would be nice to iron them out
