Dear Maintainer,
I updated my debian sid installation two days ago, including these packages:

python3-ipykernel (4.8.0-1) to 4.8.2-2
python3-jupyter-client (5.2.0-1) to 5.2.2-1
python3-jupyter-core (4.4.0-1) to 4.4.0-2
python3-notebook (5.2.2-1) to 5.4.0-1
python3-tornado (4.5.3-1) to 5.0.0-1

Since then jupyter (notebook) does not work anymore, with the same traceback as Michael
