Yes, I'm using fhcrc.org  

As soon as it finishes downloading (I deleted the first two tries), I'll
try the rsync.

No, you're probably being bitten by http issues and/or proxies in the
way. I heard from fhcrc.edu that they had a squid limitation of 2.0gb
files, but then worked around it.

If you can, try rsync which, as I recall, can even resume to complete
your 80% downloaded file. If that fails, try a bittorrent client.

Which mirror were you using -- fhcrc.org or warnes.net ? I see that the
Spanish mirror has the file at 2448 mb so it must be possible :)

This is the first release using a file larger than 2.0gb. If it proves
too difficult we may going back to a smaller file.
