[Quantian-general] How difficult is it to package something for Debian/Quantian?

I have a couple of packages I'd like to see included in Quantian, but I 
don't think they're in the standard Debian repositories. How difficult 
is it to build a package (Debian source and binary) given something 
that's got proper licensing?
