reportbug is in standard, so it's installed on every machine. Now, you can call

$ reportbug --template <package>

and you'll receive a nice template you can cuy&paste on a MTA-enabled
machine to submit.

Please note that it's not needed and mta on each machine: you can
setup reportbug to use another host as smtp (with 'smtphost' config
key).

Well, I don't it will ever happen (but I left the bug still opened);
the solution described above works fine.
