this is not a bug in reportbug, but in debsums, so I reassign to that package.

absolutely not. There must be some command-line switch in debsums to
allow for it, or suppress permission denied warning or so: we will not
"su debsums".

Indeed, that's something that must be fixed in debsums, not in reportbug.
