[Reportbug-maint] Bug#568980: reportbug: support ftp.debian.org override changes bugs

Hi,

The ftpmasters require[1] now that override change bugs have an specific
layout. It would be cool if reporting a bug against ftp.debian.org
showed an option for it and guided you in filing it.

The format is the following:

Subject: override: PACKAGE1:section/priority, [...], PACKAGEX:section/priority

Include the justification for the change in the body of the bug please.
