It turned out it's something related to kde/konsole (still don't know
what exactly yet): the problem is shown using kde and/or konsole but
not using gnome/xfce with gnome-terminal.
In reportbug GTK+ GUI, we call x-terminal-editor -e "reportbug -u
text" if we have to fallback to 'text' UI, and it seems it's not
working is x-terminal-editor is linking to konsole.
This only because in ~/.reportbugrc there's a line 'ui gtk2': could
you please try to set it to "ui text" and verify again? the double
pop-up should go away. This is due to the fact that it seems konsole
ignores the '-u text' so it starts a "plain" reportbug that tries to
use the GTK+ UI, failing, showing the pop-up again and then falling
back to text, this time working correctly.
