[Reportbug-maint] Bug#565435: reportbug: includes description on WNPP bugs only if the package is installed

Hi,
looks like that reportbug only includes description for packages that are
installed while filing a WNPP bug, e.g.

#564569: (O: bluez -- Bluetooth tools and daemons)
#564570: (O: obexd)
#565413: (O: webcam-server)

webcam-server wasn't installed on this machine when I filed the bug and obexd
is the source package name (I'm not sure what makes sense to add in this case,
perhaps a template?)
