[Reportbug-maint] Bug#565566: Enhancement: provide a bug report number before exiting

It would be better if the reportbug tool displayed a bug number, when a bug
has been reported, rather than having to wait for this to come through by
email.

(I guess that this probably means an infrastructure change on the bug handling
system in order to achieve this.)
