[Reportbug-maint] Bug#586044: reportbug crashes when changing the tags after editing the bug

Hi.

When I report a bug, e.g. "reportbug lvm2" set priorty, no tags, description,
then edit the bug text and then select "t" to edit the tags I get:
Report will be sent to "Debian Bug Tracking System" <submit at bugs.debian.org>
