[Reportbug-maint] Bug#640434: reportbug -N tries to send mail to "fixed_versions"

Hi,
when answering x (extra information) to reportbug -N 1234
reportbug tries to send mail to a bogus "fixed_versions" address,
instead of 1234 at bugs.debian.org .
With --mutt, the To: line ends up being
| To: Debian Bug Tracking System <fixed_versions at arakhar>
The "@arakhar" is inserted by mutt, thinking "fixed_versions" to be a
user on this machine.

On a different accout (without .reportbugrc), direct wants to send:
