[Reportbug-maint] Bug#640518: reportbug: fails to post followup for some bugs

Hello,

posting followups to spme bugs is broken with new reportbug. Thought
that the bug is in no way special and reportbug is completely broken but
followups to some other bugs work.

To reproduce:
$ reportbug reportbug
