[Reportbug-maint] Bug#643785: reportbug should not description boilerplates for pseudo-packages

Newer versions of reportbug display a boilerplate in some experience levels
which is not helpful at all for pseudo-packages.

Please do not display:

Please consider answering these questions, where appropiate ***
   * What led up to the situation?
....

for pseudo packages in any case, including but not limited on reporting bugs to
wnpp and ftp.d.o.
