I think it affects all users, but not all packages (only multi-arch
ones, which will be more and more common).

I'm not sure whether this is a debsums bug: debsums probably waits for
the full package name since several variants of the same package can
be installed, and debsums must be able to deal with that. That's only
the BTS that doesn't accept the architecture part. So, I'd say that's
up to reportbug to remove the architecture part in the generated mail.
