[Reportbug-maint] Bug#721212: Thinks that packages don't exist

But poppass-cgi exists. The problem seems to be that reportbug
relies on the dpkg status database, but that does not contain
information about packages that were never installed, which makes QA
work (orphaning, removal requests) hard.

Couldn't the data be obtained from elsewhere, i.e. through an APT
query?
