I can confirm this bug,  at least parts of it.  If something goes wrong on the
'send via mail' part,  it is not possible to recover the bug report.   This is
very  bad,   since  a  bug  submitter  is forced to rewrite his/her entire bug
report.  At this point many to-be bug reporters will throw the towel and leave
the bug unreported, I think.

And no,  'fix your mail setup' is not an option.  If the user notices that the
reportbug  mail  gets lost,  (s)he needs a backup to resend after fixing their
MTA/network/whatever.  Right now there is no such backup.

This  should be fixed as soon as possible,  at least keep the /tmp/reportbug-*
file containing the report and point the user to them.
