Dear Maintainer,

I get this here too. Steps to reproduce:

1. launch reportbug wnpp

2. choose 1 (ITP) as request type

3. enter 'discourse' as package name

4. enter 'modern web forum with social and moderation features' as
description

The PTS SOAP Interface seems to be up and running:
