I agree that decoding base64 would be something good to do.

However, apt-listbugs does not display bug reports directly.
It relies on querybts to do so.

Your example is reproduced with:

  $ querybts -u text 801585

The "querybts" command is shipped by package reportbug:

[...]
> ii  reportbug                           6.6.5
[...]

I am therefore reassigning your bug report to package reportbug
(version 6.6.5).
I hope the issue will be addressed soon.
