How would I do that?  I cannot replicate the entire "package P has no
bugs, submit a bug against P, run 'querybts -s $P'" situation without
setting up my own debbugs instance.

I did run 'querybts -s x42-plugins' again — both 6.6.3 and 6.6.6 now
give the same results as in Step (6) — but there are two possible
explanations to this: either (a) v6.6.6 doesn't have the bug, or (b)
both v6.6.3 and v6.6.6 have the bug and the bug involves a race
condition.
